Since April this year, two urban districts in Hangzhou, West Lake, and Shangcheng, have started the pilot work of community party committees at the grass-roots level. Now, many places in Hangzhou have explored how to strengthen community party construction to solve the problem of grass-roots governance. How does it work?

Forced by the epidemic, since March this year, Xixi Street has implemented the "Nine Officials System"，which and has brought 9 personnel related to community governance into the governance system, such as traffic police and property security team leader. On April 15th, the party committee of the community came into being.

"The most intuitive change brought by the community party Committee is that many problems needn’t be reported at different levels. I can directly communicate with each ‘official’, “said, Lu Xueping, deputy party secretary of Shihuiqiao Community, Xixi Street. For example, to deal with the traffic jam at the entrance and exit of the community, she can directly contact with the traffic police and urban management.

Overall planning: each attends to his own duty  

"Let's build a WeChat group. If there is any problem, each official just attends to his own duty," Lu Xueping proposed the first "Nine Officials" meeting, which discussed the working mechanism of the community-oriented party committee.

After internal testing, in April, a "QR code for resident affairs" was posted on the walls of each unit in Shihuiqiao Community, and soon there were residents scanning the code to "place orders".

The Party Committee of the community has also set a small and fine public place and named these places as "Fruit Shell class", "Book Enjoy zone" and "Living Room salon", etc., and regularly held activities here, introducing various resources from surrounding schools, courts and so on to provide professional services such as parenting education and legal consultation for more than 540 owners.

Does the community-oriented party committee do well? We have received positive responses from many residents.

Zheng Haoren, a college student who lives in Shihuiqiao Community, said: "The work of the party committee is very detailed. I saw on the community map in their office that buildings, where in-service party members, lonely elderly people, and disabled people live, have been marked."

Under the guidance of the party committee, the efficiency of the community autonomy has been greatly improved. According to the work account of the party committee of in Shihuiqiao community, the community not only solved common problems such as eating and transportation for residents but also handled more than 60 individual events such as house leakage and corridor hygiene.
