In the mid-third of July, Hangzhou began to implement the newly revised Guide of Zhejiang to Work Permit Service for Foreigners in China (ZWZF 2019 No. 9 document) and provide foreign talents with more convenient services for their innovation and entrepreneurship in Hangzhou. We will update the answers to the frequently asked questions encountered by employers after the implementation of the new edition of Service Guide regularly.

 

1.The Letter of Commitment for Work Permit for Foreigners in China is required for the information registration of the applicant organization. What is the specific content?


Policy interpretation: An employer organization should register an account in its first use of the “administrative service system for foreigners working in China” and fill its relevant information online and provide corresponding electronic materials. The employer organization may not use the system until it’s successfully certified. In registering the account, the employer organization should carefully read the Letter of Commitment for Work Permit for Foreigners in China and submit this material as an attachment after it’s stamped with a seal by the organization and signed by the its legal representative.


Warm reminders: Each employer organization that has already opened an account of the system before the adoption of the revised Service Guide should update its information in time on the “administrative service system for foreigners working in China” and submit the Letter of Commitment for Work Permit for Foreigners in China. The newly registered organizations should upload all required materials by following the new edition of Service Guide.


2.The Letter of Commitment for Authenticity of Employer’s Materials and the Letter of Commitment for Insurance have been required for the application for a work permit for foreigners (to work in China for less than 90 days, including 90 days) and handling the work certificate or extend the valid period of work certificate within the borders of China. What are the specific requirements?


Policy interpretation:


(1)The Letter of Commitment for Authenticity of Employer’s Materials should be stamped with the seal of the organization and signed by its legal representative (the letters of commitment issued by governmental and public institutions, state-owned enterprises, transnational corporations and listed groups may only need to be stamped with the seal);


(2)The employer organization should select participation in social security or purchasing commercial insurance as the case may be on the Letter of Commitment for Insurance, and then stamp it with the seal and upload it to the “administrative service system for foreigners working in China”;


(3)The employer organization should provide an insurance policy that meets requirements if it promises to purchase commercial insurance;


(4)If the employer organization promises to participate in social security, it should provide evidentiary materials of participation in social security in extending and canceling the Work Permit. Otherwise, the employer organization and the foreigner recruited will be listed in the abnormal list of the “administrative service system for foreigners working in China”.
