Q: What is the epidemic situation in the ten states of the United States in the consular district of New York? What countermeasures has the US taken?

 

A: Generally speaking, the epidemic situation in the United States is still grim and New York City and New York state are still at the “epicenter” of the epidemic.


President Trump signed the largest economic stimulus bill in US history and initiated the National Defense Production Act to mobilize enterprises to expand production of medical supplies, approved 25 states and 2 overseas territories to enter a state of a major disaster, provided federal government support, implemented "Social Distancing" order nationwide, and extended the order to April 30 (45 days in total). 


The United States also implemented the "Air Bridge" plan to purchase large quantities of epidemic prevention materials from other countries, continuously improved detection reagents, put N95 masks and disinfection equipment into use, and promote the R&D of vaccine research and drug screening.


As a big country with a comprehensive national strength leading the world, the United States has strong economic, scientific and technological, and medical strength. As governments at all levels and the whole society pay more and more attention to the prevention and control of the epidemic, the United States will gradually control the epidemic.

 

Q: Faced with the grim situation of the spread of the epidemic in the United States, what can the Consulate General in New York do for the Chinese students in its consular district?


A: First, to urge American universities to take necessary measures. Ambassador Huang Ping, Consul General, personally wrote to the presidents of 46 U.S. universities where there are a large number of Chinese students to urge them to provide accommodation for our students after their campuses are closed, ensure the legal status of our students, oppose any discriminatory words and deeds, and protect the legitimate rights and interests of our students.


Second, to establish channels for seeking help. The consulate-general has announced the telephone numbers and email addresses of all consuls in charge of education to accept help from overseas students.


Third, to issue epidemic prevention warnings. Our consulate has released anti-epidemic measures and suggestions on the website of the Consulate General, the WeChat public account of "Chinese Consulate General in New York" and Instagram (Chinacg_nyc).


Fourth, to help confirmed or suspected patients. Up to now, there have been several confirmed and suspected cases among our students. We will continue to follow up and provide them with support within our capabilities, including telling them the requirements of the local schools and relevant departments, soliciting help from the Federation of Schools, and providing domestic expert consultation hotlines and online diagnosis channels.


Fifth, to provide epidemic prevention materials for overseas students. With strong support from China, the Consulate General will provide epidemic prevention materials for overseas students.


Sixth, to mobilize local overseas Chinese communities to provide services for overseas students. We have mobilized 80 overseas Chinese groups and 130 leaders of overseas Chinese and set up 130 hotlines to provide "many-to-one" assistance to overseas students, including overseas students from Hong Kong, Macau, and Taiwan, in the consular district.

 

Q: The current epidemic situation in New York is rather grim. Some parents of Chinese students hoped that the Chinese government would resume flights from New York to China or send charter flights to take their children back home. What assistance can the Consulate General provide?


A: To help those students who want to go home, we will launch a major air transport guarantee mechanism, provide temporary flights and charter flights in a timely manner depending on the situation.


The Consulate General will always be their strongest backing and will unswervingly stand by all overseas Chinese students in the consular district to help them overcome difficulties.

二是建立畅通求助渠道。总领馆对外公布了教育处所有分管领事的工作电话号码和邮箱地址,接收留学人员求助信息。


三是发布防疫提醒。我馆在总领馆网站和微信公众号“中国驻纽约总领馆”、Instagram(Chinacg_nyc)两大社交媒体平台发布防疫抗疫举措和建议。


四是帮助确诊和疑似病患。截至目前,留学人员中间已经出现了几例确诊病例和个别疑似症状者。我们坚持跟踪关注,为他们提供力所能及的支持,包括通报当地学校有关部门要求、请学联会提供帮助、提供国内专家咨询热线和网上诊断渠道等。
