Under the support and guidance of the governmental departments of Ningbo, including the Education Bureau, and the Human Resources and Social Security Bureau, the college integrates the resources of education, industrial departments and enterprises, and completes an open service platform characterized by popularized education of non-universal languages, cultivation of translators of non-universal languages and research think-tank for domestic situations of countries along the Belt and Road.

Owning to increasingly frequent trade cooperation and cultural exchange between Ningbo City and countries along the Belt and Road, the demand for talents of minority languages has become urgent. It is a meaningful and feasible way to establish a Belt and Road Language Institute based on a university to cultivate relevant talents for local enterprises.

“We focus on building 'two faculties' teaching team, setting special classes of non-universal languages, providing courses such as linguistic training, domestic situation study and culture introduction to cultivate ‘1+1+1’ composite talents, namely students ‘will have a major, speak English fluently and master a language of Central and Eastern European countries and regions’,” Mo Lili, the Dean of the School of Foreign Languages and the Head of the Research Institute of Central and Eastern European Culture and Education, remarked.
