"Plum rain" continues to rampage through Zhejiang. On the 5th, there were moderate to heavy rain in northern Zhejiang, and some heavy rain in northern Hangzhou, Huzhou, and Jiaxing. According to the meteorological department, the current rain belt is lingering from the northern part of Jiangnan to the Jianghuai region. While guarding against heavy rainfall, people should also be cautious of strong convection weather, mainly lightning and short-term heavy precipitation.

  

Recently, in order to defend against the rain season, the Provincial Flood Control Headquarters sent staff from the Provincial Emergency Management Department, Provincial Water Resources Department, and Provincial Natural Resources Department to Hangzhou, Huzhou and Jiaxing respectively to guide local flood control, especially watershed flood prevention in Qiantang River, Dongtiao Creek, and Xitiao Creek, monitoring and early warning of torrential floods in small watersheds and geological disasters, investigation, and rectification of hidden dangers, preparation of rescue materials and rescue forces, and emergency resettlement sites.

  

Due to a large amount of accumulated rainfall in the early days in northern Zhejiang and central and western Zhejiang, the water level of the rivers has been high and the soil has been fully saturated, and early warnings are given everywhere. At 10:00 on the 5th, the Provincial Hydrological Management Center warned that a yellow warning flood might occur in Yuhang Station. At 17:00, it is reported that a mountain flood disaster (blue warning) may occur in Yuhang District, Lin'an District, Dinghai District, and Daishan County, a relatively high probability of mountain flood disaster (yellow warning) may occur in Deqing County and Anji County, and a high probability of mountain flood disaster (orange warning) may occur in Wuxing District and Changxing County.

  

As of 16:00 on the 5th, there were 18 large and medium-sized reservoirs in the province that exceeded the flood limit, including 3 large reservoirs; 21 of the main river stations in the province exceeded the warning water level, and 2 exceeded the safety water level; the average water level of the Taihu Lake was 3.97 meters, exceeding the warning water level by 0.17 meters. In this regard, the water conservancy department is actively taking measures to make sufficient preparations for flooding in the later stage or potential floods in the basin. At present, Xin'anjiang Reservoir continues to maintain 9 generating units at full capacity and a flow rate of 1200 cubic meters/second; Qingshan Reservoir seizes the intermittent rainfall period to control the discharge flow within 250 cubic meters per second and reduce the water level. Sanbao Pumping Station, Qibao Pumping Station, Changshanhe Pumping Station, Yanguan Junction Pumping Station, and Nantaitou Pumping Station have started forced discharge. According to statistics, since July 2nd, the water gates in Hangzhou-Jiaxing-Huzhou Plain, the Xiaoshan-Shaoxing Plain, and Ningbo Plain have totally discharged 518 million cubic meters of water.

  

According to the forecast, in the next 3 days, there will still be heavy rainfall in our province, with a high risk of secondary disasters such as flash floods in small watersheds, landslides, and floods in urban and rural areas. The water level in the middle and upper reaches of the Qiantang River will rise slightly, the water level in the Hangzhou-Jiaxing-Huzhou District will once again exceed the guarantee level, and the water level at the Pingyao Station in the Dongtiaoxi River Basin will approach to or slightly exceed the guarantee level. The flood control situation is still grim.

  

On the 5th, the Provincial Department of Water Resources raised the emergency response to flood disaster to Level Ⅲ and asked the local water conservancy departments to pay close attention to meteorological information, strengthen monitoring, forecasting, and early warning, and focus on water conservancy scheduling, mountain flood disaster early warning, and flood prevention and relief technical support, so as to ensure the safety of people’s lives and minimize disaster losses.
