Zhejiang released its regulation on the management of permanent household registration

On the morning of April 28, the Zhejiang Provincial Public Security Department issued the "Regulation on the Management of Permanent Household Registration in Zhejiang Province" (hereinafter referred to as the Regulation), which will be implemented on May 1. Here come the details of the regulation: 

 

1. The age restriction on parents to transfer their residence is removed. Parents who live with their adult children can transfer their residence to Zhejiang (except in downtown Hangzhou).

 

2. The restriction on immediate family members, spouses, or parents of spouses to transfer their residence to Zhejiang is removed.

 

This provision is applicable to people to transfer their residence to urban areas who live in commercial housing from their own county (city) or cities with districts.

 

3. It is allowed to transfer residence to housing owned by immediate family members.


The handling condition of this provision is the same as that of the second provision.

 

4. The establishment of collective residence in incubators, maker spaces, and small towns with special characteristics is supported. The restriction on collective dormitories is removed. The establishment of collective residence in talent apartments and hotel-style apartments is supported. The establishment of collective residence in communities (villages) is promoted.

 

No more than 10 members shall be affiliated to the established collective residence.

 

5. Transfer certificate is no longer needed for residence transfer within the province (except for college and university students who transfer their residence into and out of their schools).

 

Those who transfer their residence into the province from other provinces and who transfer their residence to other provinces from the province need to use their registration certificate for household relocation and permit for a household relocation. The original regulations are applicable to college and university students who transfer their residence into and out of their schools.

 

6. The declaration of residence registration is simplified. Implement the tolerance acceptance of secondary documents. Submission of the copies of shared information on government affairs and other paper documents is not required.

 

7. Implement the "Unified Handling across the City” of some residence registration matters. Submission of declaration materials within the boundaries of cities with districts can be made in other places.

 

At present, the "Unified Handling across the City” is limited to a part of residence registration affairs such as residence transfer within the city, residence registration correction and changes, and residence registration cancellation due to death.

 

8. Open the "green channel" for handling residence registration affairs with ID cards. Eligible applicants can enjoy priority in the acceptance, issuing, and making of residence transfer and other services.

 

9. Implement free nationwide express delivery of ID cards (including residence permits for Hong Kong, Macau and Taiwan residents)

 

When handling the application affairs, applicants shall fill in their accurate information as required. Once the acceptance is confirmed, no changes shall be made.

 

10. During the period of applying for a resident's ID card in a different place within the province, temporary resident's ID cards may be applied for in a different place.

 

This Regulation is applicable to applicants of residence registration within the province. Applicants from other provinces should apply in the Public Security Bureau of the seat of registered permanent residence in accordance with the existing regulations of the Ministry of Public Security.
