On April 17, Hangzhou municipal government and relevant hospitals in Hangzhou signed a cooperation agreement with Westlake University to carry out an important and comprehensive upgrade of Hangzhou’s public health emergency system.

The three cooperation agreements in the package of agreements cover cutting-edge basic research and clinical applications. The West Lake District government and Westlake University signed the Memorandum on the Establishment of the Westlake University Emergency Medical Research Center; Hangzhou Health Commission and Westlake University signed the Memorandum on the Joint Construction of High-Level Laboratories, and Hangzhou First Hospital and Westlake University signed the cooperation agreement on the joint construction of joint research institute.

To strengthen the prevention and control of major infectious diseases and public health emergency response capabilities, the Westlake University Emergency Medical Research Center will focus on the mechanism of the occurrence and development of the five major infectious diseases of coronavirus, influenza, avian influenza, swine influenza and bacterial microbial infections, the technology for rapid and accurate detection of the five diseases, and the development of high-titer antibodies, new rapid vaccines and small molecule clinical drugs.

The Center will establish a number of international talent teams with academic leaders as the core, and build a number of high-level laboratories to carry out independent researches.

Shi Yigong, President of Westlake University, revealed that the Westlake University Emergency Medical Research Center will integrate the cutting-edge scientific research capabilities of West Lake University, the first-line practical experience of Hangzhou Disease Control Center, and the clinical diagnosis and treatment advantages of Hangzhou First Hospital for basic and apply research, key technology development, clinical diagnosis and treatment, and research results transformation so as to establish a closed-loop for public health emergency capacity building.

4月17日，杭州政府有关部门和医院分别与西湖大学签下合作协议，尝试对城市公共卫生应急体系进行一次重要而全面的升级。

此次一揽子协议的三项合作涵盖了前沿基础研究和临床应用——西湖区人民政府与西湖大学签订了《建立西湖大学应急医学研究中心备忘录》、杭州市卫健委与西湖大学签订了共建高水平实验室的备忘录、杭州市第一人民医院集团与西湖大学签订了包括共建联合研究院等系列内容的合作协议。

聚焦重大传染病防治和公共卫生应急能力，西湖大学应急医学研究中心将围绕冠状病毒、流感、禽流感、猪流感、细菌微生物感染等五大类传染性疾病，重点在疾病发生发展的机理、快速精准检测技术、高效价抗体和新型快速疫苗的开发、小分子临床药物等领域展开科研攻关。

据了解，中心将建立以一批学术领军人才为核心的高精尖、国际化人才团队，建成一批开展独立研究的高水平实验室。

西湖大学校长施一公透露，西湖大学应急医学研究中心将整合西湖大学的前沿科研能力、市疾控的一线实践经验、市一医院的临床诊疗优势，以“一体化”为特色，贯通基础研究、应用研究、关键技术开发、临床诊疗救治及成果落地转化，形成公共卫生应急能力建设的闭环。
