With the development of the COVID-19 pandemic, Zhejiang has 14 overseas imported cases so that the situation of prevention and control is still grim.  To assist overseas Chinese, Zhejiang has launched a series of measures.

"Outdoor" Source Pre-control plus point control "at the door" plus "In-door" Classification and Fine Control

While advising everyone to be quarantined at home,  based on overseas Chinese returning home health information pre-declaration platform, Zhejiang understands the intention of overseas Chinese returning home in advance,  implements the contact mechanism simultaneously and actively follows up related services,  and strives to get the information of the entry of personnel in advance for their boarding and landing.  And combing with big data screening, it should ensure early detection, early reporting, early quarantine, and early treatment.  

Working groups are also assigned to key ports such as Beijing, Shanghai, Guangzhou, and Shenzhen, respectively,  to enhance liaison confirmation and information sharing for the first time. Also, it integrates personnel for docking transshipment and emergency handling work, striving to reduce the risk of transmission of the epidemic that may arise on passage.  For the actual situation of overseas Chinese, students and other foreigners returning to Zhejiang, Zhejiang launches the international version of the health code that is different from the domestic version and will be classified as orange, yellow and green. It continuously iteratively improves the precision intelligence control index.

Internet hospitals provide multi-directional assistance to overseas Chinese

 "Zhejiang Province Internet Hospital Overseas Chinese Health Care Advisory Platform ", jointly organized by the Department of foreign affairs of Zhejiang provincial people’s government, the Provincial Federation of overseas Chinese and National Health Commission, which has been officially launched since March 10 for response processing and to keep overseas Chinese informed about the knowledge, protection and psychological assistance of COVID-19 through Internet hospitals.

At present, overseas Chinese friends can enter the platform through the overseas version of Alipay. Because of the jet lag problem for inquiry at home and abroad,  all medical and health personnel specially set the Beijing time 18:00-23:00 as the centralized consultation time.

While providing online consultation services, Zhejiang province is sending anti-epidemic materials to overseas Chinese incessantly. On March 11th, the first supplies from Zhejiang province to help overseas Chinese fight novel coronavirus-caused pneumonia had flown to Italy by cargo plane. 4556 cases of anti-epidemic materials were loaded, including disposable masks, N95 medical masks, gowns, protective clothing, goggles, latex gloves, etc., which were jointly donated by all sectors of society in Zhejiang Province.

Xiangshan: "Home Brand" Mask is heartwarming across the Sea

On March 15, Xiangshan assisted 5,000 masks to Xiangshan countrymen residing abroad including 2000 masks to Spain and 3000 to America. Although the local epidemic prevention supplies are still not rich, they help countrymen residing abroad.  This is also Xiangshan's first batch of anti-epidemic materials to assist overseas.

Wenzhou:  To get through the online WeChat channel so that overseas Chinese don't worry about seeing a doctor

Wenzhou "Internet Hospital overseas version" adds  WeChat service channel and opens 24-hour real-time consultation response to service channels for Overseas Chinese.

Lishui: Prevention and control experience,  Psychological counseling, work along both lines

To help overseas Chinese, in recent days, Lishui City assists overseas Chinese combat epidemics by using WeChat, Dingding and other platforms. Every night through the video link at 06:30,  they publicize the experience of prevention and control with psychological counseling to overseas Chinese.  Up to now, Lishui has launched more than 100 overseas Chinese groups, covering nearly 220,000 overseas Chinese.

Zhoushan: know the real situation without dead corner,  safeguard the safe and sound

 Since the outbreak, Jintang Town of Dinghai District in Zhoushan City had set up work class, giving full play to the key role of overseas homecoming associations, overseas Chinese associations, and families of overseas Chinese. It released information in the WeChat group of Jintang Town Overseas Federation Liaison and WeChat group of overseas Jintang people's Friendship and other WeChat groups. And it strengthened contact with overseas teams such as the Zhoushan Association in Europe and sorted out the relevant information of overseas Chinese stations to facilitate each village to know the real situation of overseas personnel without a dead corner.

Qingtian Puts forward a 24hrs legal consultancy service

Expect dispatching volunteers to Italy and Spain to illustrate the related returned policies for those Chinese leaders and help them analyze the current illegal repatriation cases, Qingtian also suggests the people’s court to establish a 24hrs legal consultancy group to offer psychological persuasion and online consultation and notes them returning the attention, so as to conduct those overseas Chinese adopting scientific epidemic prevention.

As the spread of the epidemic, a few Italian overseas Chinese reflects that they cannot buy rices. To address this problem, the Qingtian Overseas Chinese Charity Relief Fund takes out the special funds for buying 100,000 jin rices, which are used for donating those difficult overseas Chinese and buyers, to help them conduct home prevention and fight the pandemic.

Nowadays, numerous people want to return home, but plans along with multiple transits. While people’s immunity will reduce with a fatigued body. While Zhejiang Federation of Returned Overseas Chinese suggests that the best solution for those people is to stay at their current living place, and the federation also suggests everyone need to strengthen self-protection, and notice the official information of local embassies and consulates, and forge a connection with the embassies and consulates. The federation also asks the people to make a rational evaluation for the business regulations of local epidemic prevention and control situation, to avoid unnecessary business risks and losses caused by haste return.

随着海外疫情发展，浙江已有14例境外输入病例，防控形势仍然严峻。为援助海外侨胞，浙江推出了一系列措施。

“门外”源头预控+“门口”点穴布控+“门内”分类精控

在规劝大家居家隔离的同时，浙江依托海外侨胞回国健康信息预申报平台，提前了解侨胞返乡意愿，同步落实联系人机制，并积极跟进相关服务，努力做到人员入境“预先知、登机知、落地知”。同时结合大数据筛查入境人员，确保早发现、早报告、早隔离、早治疗，还分别向北京、上海、广州、深圳等重点口岸派驻工作组，第一时间加强联络确认和信息共享，统筹人员对接转运、应急处置等工作，努力降低途中可能产生的疫情传播风险。针对返浙华人华侨、留学生及其他外籍人士实际情况，浙江推出健康码国际版，与国内版适当区分，将实行橙、黄、绿三色分类，并不断将精密智控指数持续迭代完善。

互联网医院为侨胞提供多方位援助

由浙江省侨办、省侨联、卫健委共同组织开通的“浙江省互联网医院侨胞健康关爱咨询平台”自3月10日起正式上线，为海外侨胞通过互联网医院随时了解掌握关于新冠肺炎知识、防护、心理援助等方面的问题，并进行相关应对处理。

目前，海外华人朋友可通过支付宝海外版进入平台。由于国内外问诊存在时差问题，各医疗卫生人员特地将北京时间18:00-23:00设定为集中接诊时间。

在提供在线问诊服务的同时，浙江各地正源源不断向海外侨胞输送抗疫物资。3月11日，浙江省第一批驰援海外侨胞抗击新冠肺炎的物资搭乘货机飞往意大利。机上载着防疫物资4556箱，包括一次性口罩、N95医用口罩、隔离衣、防护服、护目镜、乳胶手套等，均由浙江省社会各界联合捐赠。

象山：“家乡牌”口罩漂洋过海暖人心

3月15日，象山向海外象山籍侨胞援助了5000个口罩，其中援助西班牙象山籍侨胞2000个口罩，援助美国象山籍侨胞3000个口罩。尽管当地防疫物资仍不宽裕，还是尽力为侨胞提供帮助，这也是象山首批援助海外的“家乡牌”防疫物资

温州：打通线上问诊微信渠道
为了让身在海外的侨胞不愁看病，温州“互联网医院海外版”新增微信服务通道，并对海外侨胞各服务通道，开通24小时实时咨询回复。

丽水：防控经验 心理疏导 双管齐下

为帮助华人华侨，连日来丽水市援助海外侨胞抗疫工作专班利用微信、钉钉等平台。每晚六点半通过视频连线，向侨胞宣传防控经验，进行心理疏导。截至目前，丽水已发动100余个海外侨团，服务覆盖近22万华人华侨。

舟山：“无死角”摸底 守护平安

疫情发生以来，舟山市定海区金塘镇成立工作专班，充分发挥境外同乡会、侨团商会和侨胞家属的关键作用，第一时间将信息发布在金塘镇侨台联合会联络群、海外金塘人联谊群等微信群中，并加强与欧洲舟山同乡会等境外团队的联系，整理好侨台相关信息，方便各村对境外人员情况进行“无死角”摸底。

青田：推出24小时法律咨询服务

除了安排工作人员向意大利、西班牙两地部分侨领，解读回国的相关政策，并分析近期违规回国的案例外，青田还安排人民法院成立了24小时法律咨询服务小组，对华侨进行心理疏导，在线解答回国注意事项，指导海外华侨科学防疫。

随着疫情发展，不少在意华侨反映买不到大米。对此，青田华侨慈善救助基金拿出专项资金购买了10万斤大米，捐赠给在意青田籍困难侨胞、因疫情造成困难购买者，助力他们居家防护，共同抗击疫情。

现在许多侨胞都迫切的想回国，但现在回国需多次转机，人在疲劳情况下免疫力低，同机人员健康状况又不了解，路上感染风险太大。浙江省侨联建议，海外浙籍侨胞安居原住在国（地区）的家里是最好的防护，并希望大家强化自我保护意识，同时倡议各侨团关注当地使领馆官方信息，加强与使领馆的沟通联系，并请侨胞理性评估住在国（地区）疫情防控形势和营商法规，避免因仓促回国造成不必要的经营风险和损失。
