On February 17, the standing committee of the provincial CPC committee convened an enlarged meeting, which stressed that Zhejiang should insist on recognizing the situation based on both the epidemic chart and the work resumption chart. The counties (cities and districts) with a medium risk of the epidemic should insist on prioritizing epidemic prevention and control and promoting the work and production resumption in a safe and orderly manner. The counties (cities and districts) with a low and mild risk of the epidemic should go all out to promote the work resumption under the precondition of safety and controllability.

The "work resumption index of enterprises" is worked out with a weighted calculation on the basis of the nationally initiated power resumption index by deeply mining the big data of power by industry and considering the work resumption status of industries and service sector above the designated scale (limit) and the structural ratio of three industries. The "five-color chart of work resumption" and the "five-color chart of the epidemic" has been created by classifying the work resumption rate index of different counties (cities and districts) into five levels. By comparing the two charts, we can directly see the epidemic prevention and control and work resumption status of each place.

By February 16, the work resumption index of enterprises across the province was 42.87. More than half of industrial enterprises above the designated scale and more than 20% of service enterprises above the designated scale (limit) have resumed operation. Among the 551 key continued construction projects of the province, the construction of 179 ones has been resumed.
