In the face of varied tough issues concerning the resumption of operation and production of enterprises, Jinhua City has followed a mindset of "a game of chess" to plan and coordinate each county (city and district) to connect their platforms for picking back employees and recovering the industrial chains, solving difficulties to promote the resumption of production through concerted efforts.

On February 19, Hu Xiaoben, director of the policy and regulation department of Yongkang Municipal Human Resources and Social Security Bureau was busy with the work of picking back employees from Luodian county of Guizhou. Three days ago, Yonggang paid for chartered buses to pick back the first batch of over 1,000 employees of Zhenxiong, Yunnan. Hu said they would also send buses to pick back all employees of Luodian working in Jinhua beyond Yongkang.

In order to promote the work and production resumption in a steady and orderly manner and solve the shortage of labor, through an analysis of big data, Jinhua has figured out its major sources of labor and created a map of Jinhua for picking back employees for work resumption.

Jinhua has planned the work as a "game of chess" again, requiring its 10 counties (cities and districts) to take charge of 20 source counties (cities) of labor. They should work together to pick back more employees with fewer resources and time.

They also worked together to solve varied difficulties. At present, the shortage of raw materials and difficulty to procure equipment have become obstacles to the work resumption of enterprises. Jinhua has established a "platform to collect difficulties for restoring the industrial chains" and unleashed the combined advantage of its industrial chains to provide services to the upstream and downstream enterprises.

In order to learn about the difficulties for work resumption of enterprises more efficiently, Jinhua has also established a mechanism of sending government cadres to serve the enterprises. One cadre will be sent to serve one enterprise above the designated scale. In other cases, one cadre will be sent to serve several enterprises. Group services will be provided to small and micro-sized enterprises to guarantee that all enterprises are covered. So far, the city has sent more than 5,200 cadres to solve 7,400 tough issues for the enterprises.

It is learned that by 6:00 pm on February 19, 3,628 enterprises above the designated scale in Jinhua have resumed operation, with a work resumption rate of 92.4%. So far, 230,531 employees have returned to their posts in enterprises above the designated scale, with a returning rate of 45.3%.
