On May 5, Governor Yuan Jiajun attended the opening ceremony of the second China International Import Expo (CIIE) held in Shanghai and visited some pavilions, then went to Pinghu, Jiaxing, to attend the start-up activities of major foreign-funded projects in the province. He stressed the need to conscientiously implement the spirit of the keynote speech by President Xi Jinping at the opening ceremony of the second CIIE. Towards the direction of opening up to build a strong province, and led by the "belt and road initiative", we must take in the spillover effect of the Expo, effectively promote the high level of foreign capital utilization, and strive to create a high-quality foreign investment cluster, so as to boost the high quality development of the whole province. Yuan said that holding the China International Import Expo is a major strategic decision made by the CPC Central Committee with Comrade Xi Jinping at the core aiming at the new round of opening up at a higher level. CIIE is an important platform for Zhejiang to open to the outside world. We must fully implement the series of new major opening measures proposed by General Secretary Xi Jinping, give full play to our unique advantages, make good use of the national strategy of Yangtze River Delta integrated development, and take the initiative to undertake the spillover effect of the Expo. We will be more actively expanding opening-up, and more effectively liberalizing and facilitating trade and investment. We will pay more attention to expanding the scale of imports, actively introduce foreign investment, and carry out efficient foreign investment. We will continue to strengthen opening-up platforms, opening-up channels, international trades and leading enterprises, constantly improve the market-oriented, legalized and globalized business environment, and accelerate the development of a higher-level open economy.

When attending the start-up activities of major foreign-funded projects and investigating high-quality foreign-funded projects in the province, Yuan Jiajun stressed that promoting the construction of major foreign-funded projects is an important starting point for expanding effective investment, stabilizing foreign investment and promoting economic transformation and upgrading. All departments should take the opportunity of the CIIE to thoroughly implement the decisions of the CPC Central Committee and the State Council, take the use of foreign capital as an effective way to actively participate in the global value chain, and strive to build a high-quality foreign capital gathering place.

We should strive to build a high-energy open platform, and promote the construction of China (Zhejiang) Pilot Free Trade Zone, Jiaxing and Huzhou high-quality foreign capital gathering zones, International Industrial Cooperation Park, and other foreign capital gathering platforms. We should strive to promote the recruitment of foreign-funded projects, and strengthen the project pool around the fields of digital economy, life and health, high-end manufacturing and new materials, so as to attract more top 500 enterprises in the world to invest in Zhejiang. We should focus on strengthening policy supply, accelerating the digital transformation of the government, deepening the service procedure reform in the field of foreign investment, carrying out the service activities in depth, and increasing support in land use, finance, talent and other aspects, so as to create a first-class international business environment.

According to reliable resources, 54 major foreign-funded projects have been started, with a total investment of more than 10 billion US dollars. Among them, the total investment of the Sino-Italian helicopter production project is about 12.8 billion yuan, which aims to build a modern helicopter manufacturing base integrating helicopter R & D and manufacturing, assembly and production, warehousing and logistics, aircraft maintenance and navigation services.
