In June 2019, Zhejiang Province launched China's first blockchain electronic bill platform on the official website of Zhejiang Government Affairs Service, which greatly shortens the time for citizens to reimburse their medical treatment, as they only need to deal with the bills once. After receiving diagnosis and treatment, citizens can directly check their medical bills through an app called "Zheliban" (meaning to check the bills in Zhejiang Province on this app) and make the reimbursement online, which saves citizens so much time as they only need to deal with the bills once at most.

Recently, Mr. Zhao, a local citizen of Hangzhou, received all his medical bills on his mobile phone before he left a hospital in Zhejiang Province where he saw a doctor. This is a good example of the blockchain technology for receiving the electronic bills in such a short time.

It is said that the annual number of medical bills issued in Zhejiang Province reaches up to 600 million. The blockchain technology can reduce the difficulty in storage of paper bills and inconvenience of data extraction, which makes sure that the bills are marked and untampered during their generation, transmission, storage and usage, ensuring the authenticity and uniqueness of the bills.

At the same time, some places in Zhejiang Province have also begun to explore the application of blockchain technology on the "Zheliban" platform. To open the app, through your ID card that is already bound to the app, just a few clicks on the screen allows you to complete your application of a driving license. There is no need to enter personal information repeatedly, thanks to the blockchain technology behind it.

Since May 2018, Quzhou has begun to explore the application of blockchain technology to the field of government services. At present, the city has connected key information such as ID cards, household registration books, driving licenses and business licenses in the database. Since the official launch of the app this year, more than 115,000 people have experienced the convenience brought by blockchain technology unknowingly.

In the eyes of professionals, the application of blockchain in the field of government services is very broad. With blockchain, users can view the department, business, time and other information related to the usage of their own proof materials. Once relevant operations are found to be suspicious, they can immediately feedback and trace the history. At the same time, after the data is “connected”, even if the department database is attacked, the data will not be stolen or damaged by others, which can fully guarantee the confidentiality and stability of the service system.
