Carrie Lam said in an interview that, the national security belongs to the central authority. For any country in the world, national security legislation belongs to the power of national legislation. Concerning the increasing serious national security situation in Hong Kong and the fact that the executive and legislative organs the HKSAR have not been, and will not be able to complete the legislative work on safeguarding national security on our own during the past 23 years and even in the future, the central government cannot turn a blind eye to the situation that endangers national security. As the organ of the country's top authority, the NPC exercises its constitutional power and authorizes the Standing Committee of the NPC to enact closely-related laws.
